1. 减损：与上述追加义务不同,TRIPS协议第2条第2款规定,成员们所承担的起码义务不得减损(derogate)其已经承担的<<巴黎公约>>、<<伯尔尼公约>>、<<罗马公约>>和<<关于集成电路的知识产权条约>>(即<<华盛顿条约>>)规定的义务.

1. Nothing in this proclamation shall be construed to derogate from United States Government obligations under applicable international agreements.
