1. The author believe that, there are gambling between the different regions in the competition of garbing production element, the industrial choice, as well as regional innovation. In order to realize the region economy coordinated development、reduce the conflict as far as possible and strengthen the cooperation, we need to improve the gambling payment matrix, thus the author correspondingly proposes his own policy advices.
笔者认为，不同区域之间在生产要素的竞争、产业选择、区域创新等方面都存在着博弈，要实现区域经济的协调发展并尽可能减少冲突，加强合作，需要改善各个地区的博弈支付矩阵，据此相应的提出自己的一些政策主张。
